Content installed by the launcher is usually installed to the DCCache folder, more specifically the DBC file in that folder. It is a combination of all the sim. I understand it. With this knowledge, you could remove the DCCache folder. You could also remove the DCBackup, Downloads, World Cache folders as well. Depends on what and how much you are attempting to remove. I have also had the launcher tell me some lots and sims were still installed because they were in the Save Sims or Library folders. You could also move the entire User files by going under DocumentsElectronic Arts and move The Sims 3 folder to your desktop or other place of your choosing, until you are sure you want to delete the contents. Once you remove this folder and start the game, the folder will be rebuilt from scratch. You could then copy your Saved games, etc from the old folder to the new folder.
